Cameron C. Horan - Executive Chairman & Principal:
Cam has lead operational profit and loss, financial, and business development functions in the health and human services industry for more than 15 years. In his most recent role as Executive Vice President for Growth, Horan was responsible for all business development activities for Policy Studies, Inc., a $175 million consulting and outsourcing company. The functions that reported to Horan’s corporate growth department included marketing, strategy, pricing, product management, proposal development, new market development, and mergers and acquisitions. Previous responsibilities included sales and running a variety of operating divisions with full profit and loss responsibility. Horan started a new market from scratch, building the market segment to $30 million in annual revenues in 22 months with full profit and loss responsibility. Horan then merged two existing divisions, and in two years, produced 75 percent revenue growth and eight-times profitability growth. Additionally, Cam spent 18 months recapitalizing the company, culminating with a $45 million private equity investment in 2008. Cam has an MPA in public policy and a B.A. in history from the University of Colorado.

Edwin R. Rapp – CFO & Principal:
Ed has 20 years of management, audit, compliance and consulting experience in the telecommunications and banking industries. Areas of expertise include financial and operational audit, regulatory and legal compliance, internal and external fraud investigation, and contractor efficiency and effectiveness assessments. Rapp has managed audit, compliance and contractor management functions for Qwest, AT&T Broadband, MediaOne Group and U S West, in Europe, Asia and North America.

Rapp has performed in multiple roles in the financial services industry. These positions encompass finance, accounting, operations and regulatory compliance duties. He has lead the external audit practice for a regional public accounting firm, and developed and managed its outsourced internal audit practice. Ed has a master's degree in telecommunications management from Webster University and a bachelor's degree in finance from the University of Colorado and is a certified internal control auditor.
